Debt grows fastest when every demand looks equally urgent. It is not. A red letter from a catalogue company can feel as loud as rent arrears, but the consequences are not the same. Your first job is to sort the pressure, not to satisfy the loudest creditor.

First question: can this debt threaten the roof, the heat, the food, or your basic legal position?
Use the Centre’s priority order: protect the roof, the heat, the food, in that order. Debt triage starts there because a household cannot negotiate properly from avoidable homelessness, disconnection, or hunger.
Priority debts are not morally more important. They are debts where the consequence of non-payment can be severe or fast. In Germany, priority debts usually include:
- rent arrears or use-and-occupation payments for your home
- energy arrears where supply could be restricted or disconnected
- debts connected to court orders, enforcement, fines, or bailiff action
- current child maintenance obligations
- health insurance contribution problems, especially for self-employed people
- benefit overpayments where recovery is already reducing your income
- tax or social insurance debts for self-employed people
Non-priority debts can still matter. They may bring interest, collection pressure, negative credit records, or court action later. But a credit-card balance, overdraft, catalogue account, consumer loan, private loan, or buy-now-pay-later debt usually does not come before the payment that keeps your home available tonight.
If you can pay only one thing this week, pay the item that prevents the worst immediate consequence. Then write to the other creditors instead of disappearing.
If your rent is behind
Rent arrears need attention before most other debts. Do not wait until you can offer a perfect plan. Gather your rental contract, account statement, letters from the landlord, and any Jobcenter or Sozialamt documents about housing costs.
If you receive Bürgergeld, contact the Jobcenter and ask what support may be available for housing-cost arrears or direct payment of current rent to the landlord. If you are not receiving Bürgergeld, ask whether you should apply or whether the Sozialamt is the right route. If you are in work but short, Wohngeld or Kinderzuschlag may be relevant depending on your household.

If energy arrears are building
Energy debt comes next because heat, electricity, hot water, cooking, and device charging are not luxuries. Contact the supplier in writing and ask for a realistic instalment plan based on your actual income. Keep a copy. If you receive benefits, ask the Jobcenter or Sozialamt whether support, a loan, direct payment, or adjustment of recognised costs is possible.
Do not agree to an instalment that looks tidy on paper but leaves no food money. A failed plan can make the next negotiation harder. If there are fines, court papers, or enforcement letters
Open these first. The rule is simple: letters with court, Gerichtsvollzieher, Mahnung from an authority, Vollstreckung, Strafbefehl, or Frist on them should not sit unopened. Some papers are just warnings. Others start a clock.
If you do not understand the paper, take it to a Schuldnerberatung, Verbraucherzentrale, legal advice office, or court advice route. You do not have to know the legal category before asking for help. Say: “I have received this document and need to know whether there is a deadline or enforcement risk.”
If a bailiff contacts you, ask for written information about the claim and do not promise payments you cannot maintain. Enforcement can feel humiliating. It is still an administrative process with rules, documents, and possible protections for essential income and basic household items. Get advice before signing anything under pressure.
If creditors are calling every day
Phone pressure is designed to make you agree quickly. You can move the conversation into writing.
Use a short message:
I am in financial difficulty and am reviewing my priority debts. Please communicate with me in writing. I will send an income-and-expense overview and a payment proposal when I have checked what is affordable.
Do not explain your whole life on the phone. Do not let a caller talk you into paying a non-priority creditor with rent money. If you are contacted by a collection agency, ask for a written breakdown: original creditor, contract or reference number, principal debt, interest, fees, payments already made, and legal basis for the fees.
You are allowed to ask what a demand consists of. Asking is not refusing to pay. It is how you stop the file from becoming a fog of charges.
If you have a little money to offer
After priority payments, calculate what remains for all non-priority creditors together. Be honest. Food, transport to work or appointments, basic phone access, school costs, medicines, and essential household spending are not optional in a budget.
Then choose one of three paths.
If your shortfall is temporary, offer a holding payment or payment break. Explain when you expect the situation to change, such as a delayed wage, pending benefit decision, sickness benefit, tax refund, or new working hours.
If your income is stable but too low, offer small pro-rata payments. This means creditors receive a share according to the size of the debt, not according to who shouts loudest. A debt adviser can help prepare this.
If there is no realistic surplus, say so. A token offer that fails immediately is less useful than a clear statement that you need advice and cannot make payments without endangering basic needs.
If interest and fees are making the debt impossible
Ask creditors to freeze interest and charges while you are in financial difficulty. They do not always agree, but many will consider it when they see a clear budget and a serious proposal. Put the request in writing.
Use plain language:
My household income is not enough to meet all obligations. I am prioritising rent, energy, food, and essential public obligations. Please freeze interest and collection fees while I seek debt advice and prepare a repayment proposal.
Keep proof that you asked. If a creditor later says you ignored the debt, your record shows otherwise.

If you are using new borrowing to pay old borrowing
This is a warning sign. It does not mean you have failed. It means the structure is no longer a repayment plan; it is a rotation. Overdraft pays card, card pays instalment, instalment pays groceries, and next month starts lower than the last.
Pause before taking any new credit. Check whether the money would actually solve the shortfall or only move it. If the new payment would sit below rent, heat, and food, the loan is probably buying time at a price you cannot afford.
Instead, ask what income or support route has not been checked: Bürgergeld top-up, Wohngeld, Kinderzuschlag through the Familienkasse, maintenance advance, sickness benefit through the Krankenkasse, or help from the Sozialamt. Not every route will fit. But checking entitlement is usually safer than borrowing into a gap that the household income cannot close.
When formal debt advice is needed
Seek formal Schuldnerberatung early if any of these apply:
- you cannot cover priority payments and minimum debt payments at the same time
- you are being threatened with enforcement, account seizure, or bailiff action
- several creditors are adding fees and you no longer know the true balances
- you are self-employed and owe tax, health insurance, or social insurance contributions
- you are considering consumer insolvency
- you are borrowing to repay borrowing
- you have signed repayment plans that leave you without food, transport, or medicine
- you feel unable to open letters and need someone to help sort them
Debt advice can help build a full creditor list, check claims, prepare a budget, negotiate, and explain insolvency options. Consumer insolvency is not a personal verdict. It is a legal process for situations where repayment is not realistically possible within a reasonable frame. It has consequences and duties, so do not enter it based on a short internet summary. Ask for advice.
What to prepare before an advice appointment
Do not delay advice because your paperwork is imperfect. Bring what you have:
- identity document and address information
- income proof: wage slips, Bürgergeld Bescheid, pension, sickness benefit, maintenance, child benefit
- rent and energy documents
- bank statements if available
- creditor letters, collection letters, court papers, and emails
- a rough list of debts, even if incomplete
- a list of urgent risks: rent arrears, energy threat, enforcement, account seizure, food shortage
If you do not know every amount, write “unknown” and the creditor name. Unknown is better than invisible.
What not to do while you are triaging
Do not pay whoever contacts you most aggressively before checking priority. Do not ignore court papers. Do not sign a repayment plan that requires rent money. Do not give a collection caller access to your full bank details just to “show willingness.” Do not use a family member’s account, identity, or credit unless you have had advice; that can spread the crisis.
Also do not treat shame as information. Shame says you caused this. The documents usually show something more concrete: low income, high housing costs, delayed benefits, unstable work, illness, separation, family duties, or credit sold into a shortfall. Those facts can be worked with.
The next useful action
Make a one-page list today with four headings: roof, heat, food, other debts. Put every demand under one heading. Circle anything with a deadline, court reference, disconnection risk, or housing risk. Send one written holding message to non-priority creditors. Then contact Schuldnerberatung or Verbraucherzentrale if the list shows you cannot protect essentials and repay at the same time.
Debt triage is not about being a better payer than poverty allows. It is about keeping the household standing while the real options are identified.
